Punjab and Haryana are the two states that have same capital. As a matter of fact they share the same high courts. Due to above reason chandigarh high court has large number of judges. The government stipulates that there should be 68 judges but currently only 42 judges are working. A larger percentage of the judges are permanent and some of them are additional that are deployed if the number of cases are higher. Appointment of legal experts has helped in efficient handling of the cases.
History:
It is said that high court of chandigarh was inaugurated by Pt Jawaharlal Nehru in the year 1955 however it was shifted in the January month of the same year. He was the first Prime Minister of India from 1947 to 1964.
Merger of The Courts:
After Independence, Patiala in combination with state of Punjab founded Pepsu high Court in the July month of the year 1948. It is a well known fact that the states of Nabha and Patiala which formed an important component of the princely states came under the jurisdiction of the high court. Initially pepsu was managed by Maharaja Yadvindra Singh who was the rajapramukh. He was followed by Maharaja Jagjit Singh. In 1956 under the re organization act state of Punjab was combined with Pepsu. It also led to the formation High Court in which number of judges increased to 13. Area of jurisdiction also changed with the arrival of new districts under the Punjab State.
Formation of the Delhi High Court:
In the October month of 1966 Delhi bench of the Punjab high court took a decision to create own court for the Union territory Delhi. As per the high court act of 1966 three judges of the high court of chandigarh were shifted to Delhi. It was a major step in the decentralization of the process.
Advent of the High Court of Punjab and Haryana:
The Indian constitution passed the reorganization act in 1966 which resulted in creation of more states from Punjab. As a result Haryana and Chandigarh were formed. The latter is regarded as a Union Territory. Once above process was completed High Court of Punjab and Haryana came in to being which exercised control over the two states and the union territories. The state of Haryana was created in the winter month of the same year.

It is considered to be a well planned city which was designed by an eminent French designer. Due to wide roads and wonderful climate it has become the hub of IT sector. Chandigarh is situated at a distance of 365 meter above sea level which makes the temperature cooler during the winter season. Chandigarh is regarded as the capital of Punjab and also the neighboring state Haryana but it is a Union Territory which makes it independent from both of them. Governor of the Union Territory can take a decision on its own. Sector 1 is the location where the high court is situated in the city.
